The citizens of the Schengen area can apply for a visa from the embassy from this official website for 50 Euros. It is a bit confusing but it is not impossible to get it!
Iran offers you a different piece of paper instead of stamping your passport for your comfort and the potential difficulties you might have traveling to Israel or some other countries! But keep in mind that if you choose to extend your Iran visa, a full-page stamp will be applied.

It's crucial to have valid insurance if you want to obtain a Visa on arrival at any international airport. In the absence of insurance, you will be required to purchase it before your visa is issued.
however, if you apply for a Visa in the embassy you are not required to get any insurance.
In case you want to get insurance, since Iran is under the sanctions, most of international insurance companies do not provide this service for Iran. still, there are rare companies doing this service.
